It means he takes another step on the path to enlightment in the ways of the test.
Nah seriously, I'm getting my insurance sorted next week...instructor says I have the basics enough to just need more practice at it and then some preparatory lessons for the test (which in my area has a 60 week waiting list I was told I'd even improved from last night.

you have to wait more than a year to take the test?
what if you fail? do you have to get back in line for the test again? |

Yup. Fortunately due to the backwardness of this fine nation I can feasibly drive away from the test centre and drive around merrily for the proceeding 12 months....I'm supposed to be accompanied by a qualified driver, but there's simply that many learners on the road here (due to the economic boom and the long wait time for tests) that it is rarely enforced.
On the way to work each mornign about 10-15% of freeway traffic is L plate drivers; they're not even allowed on the freeway, but in a lot of cases it's the only way to get to where they're going...

Oh so does ours....unfortunately the road network, the legislature and the general motoring infrastructure is constantly playing catch up...
[edit] Here is an example of the current kind of dickheadery going on here... http://www.rsa.ie/NEWS/News/Statemen...l_Testing.html A fuckin TYPO in the legislation on random breath testing means that people forced to give a sample can later have it struck out in court as inadmissable We love introducing new laws here but haven't got the resources to enforce them
