It's an American servicemen's monument. The popular term for one of these is a triumphal arch, not an Arc de Triomphe - that's just the name of the one Napolean built, it originates with the Romans, and there's a hell of a lot of them around the world.

EDIT: Are you a native French speaker? Nevermind. I guess the generic term for one of them to you would be an arc de triomphe.
