Yea, I was reading this article in a magazine a couple months ago about "Things other countries do that is better than the USA" and this was one of them. They sometimes make flights free, but than charge you for everything else, like luggage, but it still ends up alot cheaper than a flight would in the US.

Normally its not that they aren't making money, it's just the fact that the governments of the country you land in pays for your airflight.

The US does the same thing with small airports. Since they've been guaranteed a level of activity, the government ends up picking up most of the bill.

I'm not saying that, I'm just saying that a lot of times your airfare is still paid as normal, actually sometimes even higher, its just the government of a country is paying instead. They will then make up money by the amount you spend in the nation and taxes on what you buy.

It's really a pretty good idea.
